    By the way, are we in agreement that the cruse and jake brake not working and the 55 mph are all related to code 63 are?

    Every answer regarding you driveability issue is at best a guess and you are going to have to get your coach to a Detroit Diesel dealer. I would go so far as to suggest strongly that you not take it to a truck dealer who has a Detroit Diesel sign on the building, but a real Detroit Diesel dealer because you have an early version of DDEC and you need someone who is old enough to have actually worked on 2 stroke engines.
