Update:
I talked to a tech support guy at Headhunter pumps and decided to change the pressure gauge. He also said you do not have to have a headhunter pump to run a Headhunter toilet as long as you have adequate pressure and volume from whatever source you have, be it 12V or 120V pumps.
Finally went to Home Depot (2hrs away) and bought a new pressure gauge for the pump. Pressure now reads 40psi on/ 60psi off on the Headhunter pump. What it should be reading! The pressure coming out of the faucet to supply the bus is reading 46 psi.
I still have not figured out the city water situation as there are no valves to turn except to fill the fresh water tanks. The water from the faucet pressurizes the system but is only used if the Headhunter pump is turned off, but does not flush the toilet.

The pressures are now correct.
Perhaps you can answer why it is so important to use city water when you have zero control over its flow rate or pressure. I imagine each RV park will be a new experience some with adequate pressure but low flow, others with low pressure but decent flow. Having a well maintained accumulator tank directly in line with the Headhunter flush valve will mitigate a lot of city water issues, but with a working Headhunter pump it will work all the time, every time.

The Heathunter will not flush on city water, I’ve had 3 different buses with Headhunter toilets. Your Royale likely has a regulator on the city water inlet and unless it’s set to a high psi, it won’t have the volume and pressure to adequately flush the toilet. In an ideal situation with city water pressure 50 – 70 psi and a regulator set high enough to not cut back those pressures, it may flush.
Fill your tank and use the Heathunter pump and your problems are over.

Buddy do you have a water pump in your current “coach” or do you use a couple of the orange buckets from Home Depot?

I have a Headhunter Mach 5 as the primary pump and a Shurflo 12V 3gpm as back up.
