As for the TOAD fire

Had a friend tow a TOAD and forgot to disengage the transmission before towing. He came close to a fire, ruined transmission and melted most all of the wiring under the dash.

Might not have been brakes.

Do you have an engine brake or a trans retarder? With a surge brake applied when your engine or trans is working, which means your tow is also breaking. Not a good set up!
