Harmon,
The way the leveling system works is when the key is off the Norgren valves that control whether the suspension system is working manually or through the ride height valves they go to the “off” position locking air in the air bags. When the coach leans air is leaking out of the air bags.
Your description is counter to that assumption. If you can verify the suspension is acting exactly as you say and that your procedure for leveling and shut down determines if the coach leans or not, my initial reaction would be to check the 5 port Norgren valve located on the LH side of the bulkhead forward of the drive axle. The problem may have something to do with that valve not returning to the “off” position when you turn off the key. It could be the return spring is not doing its job, there might be something inhibiting free movement of the spool or maybe moisture has gotten in the system and has affected the valve operation.
