Art: How in the world did you do that? The engine compartment looks factory fresh? Did you pull the motor? Do you have before pictures as well as pictures of everything masked off?

When I painted the motor I sprayed Simple Green on it and a couple of brushes, pulled a couple of parts off, some rubber hose that fit over bolts some blue masking tape sprayed Detroit blue paint then everything else elbow grease and Simple Green and a couple of brushes and some good old Rust- Oleum oil base paint, not done yet a little more to go.

The fresh DD paint is sticking to the old DD paint with just a Simple Green cleaning and brushing? That surprises me.

What did you paint with the Rust-Oleum?

    Again … great job!

The original DD finish on the engine is powder coated. I believe it to be an epoxy. Assuming the engine is free of oil or grease an oil based coat will adhere. I have used cheap oil based paints and rarely see issues with adhesion.
