Peter,
More information is needed. Converter? Does it have OTR? Webasto? Aquahot? Espar?
Heat when driving? Heat when parked?
If you add some basic information to a signature that helps because with all the variations of shells and converters any answers are strictly guesses until we know some of the details. Then we are still guessing, but at least the guesses may actually be correct.

no heat at all driving or sitting still. It is a regular coach bus not a motorhome or rv. it has coolant lines that run to the front and has a heater core but for some reason no heat.

Did this problem just start? Has there been heat prior to this problem? Have you checked the shut off valves? What is the engine temperature and how cold out is it where you are?

There is a very detailed manual describing your heating and airconditioning system on the Prevost technical manual site. Just put in your year and type coach and it will pull up the specific service manual. Good reading on a winter day

Peter, May we assume it has OTR? If so does it have a circulating pump? Are there valves not opening? If it is OTR at the very least there should be heat in the passenger area. Mark may be on the right track with a main valve closed.

Check to see that the engine shutoff valves are open. #9 on this image. They often get shut off when getting serviced.
